Looks like a Peoria Terminal Co. local (over powered) making a delivery of empties to
CPC International in Pekin, Illinois.

The ROCK 3.0: CPC International
A few CPC International cars made it to the layout this evening. Two of the tanks which you saw earlier, plus one formerly Undecorated Delaware Valley 50' Airslide which now has been converted to CPC International. I have one more of these to decal up as well as a bunch of tank cars.
